Lysander and the Concordat used to be represented in the Consensus. The Concordat rose up against the Vanguard, and were defeated by New Monarchy at Bannerfall.1 They were removed from the Consensus (and the Tower) and replaced by Future War Cult.2 Lysander seems to be conspiring again, even leaving gifts for those who sympathize with him and the Concordat.3
