The disruption is outside of the Aionian Safe Zone around the Altar, so she has been hesitant to send her people to locate its source, but has released field monitor balloons to remotely triangulate the signal.

Ghost might be able to boost the field monitor's signal to punch through the interference and find the source of the signal.
